Following progress in digital printing technology and economic recession,
the textbook publishing industry is now faced with piracy by students
who use photocopying instead of buying books, thereby resulting in drastic
drop in the buying rate of textbooks and impairs the interest of copyright
owners and development of the cultural industry.
To enforce copyright protection, starting with the new semester, TIPO
issued notices to college photocopying stores and convenience stores in
February 2008, urging them to be careful with photocopying of textbooks,
particularly with photocopying the entire book or portions of the book.
They should also judge prudently whether it is lawful and must decline
accepting such cases if found to have infringed or suspect of infringement
and jointly protect the right of the copyright owners.
