Director General Dr. Cheng-Wei Liao

Director General Liao, who holds a Ph.D. in Biomedical Engineering from Chung Yuan Christian University, embarked on a career in the field of intellectual property upon passing the Examination for Patent and Trademark Examiners in 2000. He has served in various roles throughout his career, including Section Chief, Director of Patent Division I, and Deputy Director General of TIPO. He assumed the position of Director General on March 27, 2023.

During his tenure, he successfully executed a patent backlog clearance plan, pursued the enhancement of examination quality, and oversaw the establishment of the Patent Search Center, which provided efficient IP search and portfolio-building services to industry, academic, and research institutions. In addition, he has participated in international conferences, including APEC/IPEG and WTO/TRIPS, and served as the moderator for multiple bilateral and cross-strait IP conferences. Under the guidance of successive Director Generals, the Taiwan Intellectual Property Office has established a solid foundation for safeguarding and upholding intellectual property rights in Taiwan.

Director-General Liao's goal is to improve the relevant IP legal framework to meet domestic industry needs, while maintaining predictable examination periods for patent and trademark applications and aligning examination quality with international standards. He is committed to collaborating with industries to enhance patent capacity and cultivate an environment that is conducive to the establishment of brands and maintenance of brand reputations. Moreover, he will focus his efforts on enhancing copyright protection and licensing mechanisms to facilitate the development of cultural and creative industries. TIPO will continue to deepen substantive exchanges and cooperation with global counterparts and proactively establish new international partnerships to guide Taiwanese citizens in diversifying and expanding their IP portfolio globally.
