2026 Taiwan-EU Seminar: Using Intellectual Property to Achieve Net Zero-Exploring Key IP Issues in Carbon Reduction with Broad Stakeholder Engagement
The “2026 Taiwan-EU Seminar: Using Intellectual Property to Achieve Net Zero” was held at Tsai Lecture Hall, College of Law, National Taiwan University on the afternoon of Tuesday, March 17. Cheng-Wei Liao, Director General of TIPO, and Christoph Saurenbach, Head of the Trade Section of the European Economic and Trade Office (EETO), delivered the opening remarks.
Centering on "IP Strategies and Practices for Net-Zero and Carbon Reduction in Taiwan and the EU," the seminar featured a distinguished lineup of speakers: Anneli Andresson (Policy Officer, DG TRADE, European Commission), Wen-Cheng Chung (Section Chief, TIPO), Alan Chapman (Head of Intellectual Property, Oxford PV), and Dylan Li (Head of ESG Consulting Office, Delta Electronics). From both regulatory and industrial perspectives, they shared the latest developments in IP strategies and measures supporting net-zero carbon reduction in Taiwan and the EU, as well as corporate ESG initiatives and IP portfolio planning undertaken in response to climate goals.
In the first session, Policy Officer Anneli Andresson outlined the policy background and objectives of the EU’s green technology promotion, as well as its key financial instruments supporting green innovation. Representing the Taiwan side, Section Chief Wen-Cheng Chung elaborated on TIPO’s measures to advance net-zero emissions, including the "Net-Zero Emissions IP Information Section" and the "Accelerated Examination Program for Green Technologies."
In the second session, Alan Chapman from Oxford PV delved into the challenges enterprises face in protecting next-generation clean technology innovations and shared experiences on leveraging IP for long-term commercial success. Finally, Dylan Li from Delta Electronics discussed how corporations can integrate ESG principles into their business models through strategies such as internal carbon pricing, patent portfolios, and digitalization.
The seminar attracted over a hundred participants from the industrial, governmental, and academic sectors. Experts from both the EU and Taiwan engaged in active discussions and exchanged valuable insights and experiences throughout the event. This exchange has enhanced the stakeholders' understanding of the IP policies and measures advancing net-zero carbon reduction in Taiwan and the EU, which may also serve as a valuable reference for enterprises in managing their ESG-driven IP portfolios.
